(RULES OF THE GAME)

PURSUANT TO THE AUTHORITY VESTED IN THE PHILIPPINE GAMEFOWL COMMISSION by Presidential Decree No. 1802 as amended, particularly Section 2, Paragraph H, the following STANDARD gated to govern actual cockfighting enforceable in all cockpits in the Philippines, and to provide sanctions for violations thereof:

RULE 1 – TITLE
Section 1 –  These rules shall be known as the Standard Cockfighting Rules
           (Rules of the Game).

RULE 2 – SCOPE AND EFFICACY
Section 1 – These rules shall govern and apply to all kinds of actual cockfighting,
whether hackfights, mains or derbies, staged, held, celebrated  
promoted in the Philippines in a duly licensed cockpit during authorized
day or days.

Section 2 – Cockpits duly registered with the Philippine Gamefowl Commission may
adopt house rules not inconsistent with the PGC Rules and to be
effective only upon approval by the Philippine Gamefowl Commission.

RULE 3 – RULES ON STANDARD PRACTICES ON OPERATIONS
No cockpit operator/license/promoter shall be allowed to give rentals to cock OWNERS or afficianados as a consideration to fight their gamecocks in their respective cockpits. Violations hereof will subject the offender to the penal provisions provided under these rules.

DEFINITION OF TERMS -
Whenever used hereunder, the following terms shall refer to, or have, the following meaning, viz:

1.   Commission – shall refer to the Philippine Gamefowl Commission created    under PD
1802 as amended.

2.   Cockfighting (Sabong)  - shall embrace and mean the commonly known game
or term “cockfighting derby”, “pintakasi”, or its equivalent terms in different
Philippine localities.

3.   Cockpit (Sabungan)  - The properly enclosed and fenced premises or compound    
provided with one or more gates or doors for definite points of entrance and exit
and license in accordance herewith for the holding or cockfighting, derby, pintakasi,
or its equivalent terms in different Philippine localities.

4.   Cockfoght (Soltada)  - The actual fight or physical combat of two (2) pitted or
      evenly matched gamecocks, where bets on either side are place.


5.   Derby – A special cockfight event wherein registered fight are pitted by weights,
     the championships which is determined by the entry garnering the highest number
of points.

6.   Hackfights – The ordinary fight or actual combat between to (2) pitted cocks by
ulutan system or pairing.

7.   International Derby – A cockgifht promotion with foreign entries.

8.   National Derby – A cockfight promotion with nationwide participants.

9.   Regional Derby – A cockfight promotion with participants from a particular region.

10.   Regular Cockfight – A cockfight held on Sundays and/or Legal Holidays.

11.   Special Cockfight – A cockfight permitted and allowed by the Commission to be held
 on days other than Sundays and Legal Holidays and for special purposes.

12.   Special Permit – A secured permit from the Commission to be held on days other
 than Sundays and Legal Holidays.

13.   Management – The cockpit operator/owner/licensee, or may individual or group
 concerned in running the operations of cockpits.

14.   Promoter – A person licensed by the Commission as such, who is engaged in the
 convening, meeting, holding and the celebration of specially programmed an
 arranged cockfighting like local or international derbies or competitions, special
 mains or encounters, pintakasi or ordinary fights or hackfights.

15.   Bettors – The person or persons who place bet money on cocks slated for combat.

16.   Pot Money – The amount prescribed by promoter/management to qualify for a prize
 but which is not obligatory for entries.

17.   Optional pot – The amount prescribed by promoter/management to qualify for prize
 but which is not obligatory for entries.

18.   Bonus Prize – Refers to the “extra” prize given the champion aside from the total pot prize of the derby.

19   .Handler (Soltador)  - A person who personally takes physical custody and control of
a pitted gamecock inside the arena and who actually release the same for actual fight and combat.

20.   Referee (Sentenciador) – A person licensed by the commission vested with full
power and authority to watch and oversee the progress of the cockfight and to
decide and declare winner or a draw contest.


21.   Entry – Refers to a registered participation in a derby event as prescribed by
        the promoter/management.

22.   Gamecock – Refers to a domesticated fowls, whether imported  or locally bred,
       as well as the native fighting cocks indigenous to the country, especially bred,
trained and conditioned for actual cockfighting or for propagation and breeding purposes for eventual use in cockfighting.

23.   Reserved or “Jokers” - Refer to gamecocks or birds provided by promoter/
management, by an entry or by any other person, to be pitted against an unmatched registered entry cock having the same weight. Joker's weight must not exceed that of the opponent. Jokers have no bearing in points.

24.   Parada (Cenetr Bet) – Refers to the amount or bet placed on a cock with the
managements “favorite”.

25.   ”Llamado”  - Term used on a cock with a bigger center bet or initial bet; it may
also refer to the cock which is the crowd's “favorite”.

26.   ”Dejado” - Term used on a cock with lesser bet or which is an “underdog”.

27.   ”Meron” - The designated spot or side in the arena where the cock with the
        bigger center bet or initial bet is placed.

28.   ”Wala” - The designated spot or side for the cock with lesser initial bet.

29.   Fight Schedules” - Refer to the fight program printed and distributed by the
       promoter/management to entries and afficionados.

30.   Bad Weight – Any excess over the allowable weights specified or registered in
       the official registry.

31.   Limping Cock – A state or condition wherein the cook prior to its release in-
       capable of walking normally due to pain or pressure on the leg where the knife
       is tied.

32.   Sick cock – An indisposed cock incapable of fighting.

33.   ”Withdrawing cock”  ( Nangangayao ) - A cock showing visible signs of refusing
         to fight its opponent prior to after its release but before contact.

34.   Decision – Mean the actual and final declaration of a win or a draw by their
    referee.

35.   Fight Duration – This standard ten (10) minutes times allowed fight in which
       a win or a draw is declared by the referee.



36.   Carreo – The actual handling of both cocks by the referee when one or both
       cocks stop fighting, to see if they will continue to go until a winner is declared.

37.   ”Hung” - Cocks that are entangled and unable to move. All other terms not
        herein above defined shall be included  and fefined in these Rules as and when
        need arises.


RULE 4      PRE-REQUISITE ON DERBY PROMOTIONS  

1.   The singing or playing of the National Anthem shall precede all occasions of cockfights.
2.   Management should announce entries that have registered for the pot options and inscription fees prescribed in the derby event indicating the same on the scoreboard, visibly seen by the public, and subject to the penal provisions which the Commission may impose.

3.   Other important House Rules fines and penalties on violations of derby rules should be announced to participants before the start of the derby.

4.   No entry is allowed to walk out or withdraw any of his set of entries from a fully matched and accomplished derby schedule especially during the progress of the game. Violation is subject to the following penal provisions:

a. Forfeiture of Pot Options fee and Total Minimum Bet on unfought cocks.

RULE 5  -  WEIGHING AND LEGBANDING (FOR DERBIES/MAINS)
    
Section 1.    Derby participants are required to register with management.

Section 2 .   All cocks officially registered with management shall be leg banded.

Section 3.   All cocks must be weighed in and registered  in the official registry
      book of management indicating therein entry name, leg band num-
      bers, weights and color of cocks.

Section 4.   Weights and leg band band number officially registered in the official
      registry book shall prevail over the program or other listing.

Section 5.   Cocks must be  re-weighed preceding the fight and before healing.

Section 6.    A cocks weight, including blade, and other paraphernalia should not
      be more than 50 grams over its officially registered weight.

Section 7.    On bad weights and overweights -
      a.  The fight continues even if there is an overweight but the over-
           overweight cock is fined and penalized.
b.   An overweight of 5 to 30 grams allowable weight officially


          registered will subject cock or entry owner to a penalty of not
          more than 30 percent pf the pot money.

Section 8.        - Disqualifications -
          
   If a cock shows a total weight of 81 grams including the allowable weight of 50
grams, the overweight cock is disqualified and penalized with the following:
1.   Loss of minimum bet
2.   Loss of Point
3.   Fine goes to management (minimum bet to be used on the “joker”)

NOTE:      Fight continues if:
1.   Lesser weight (opponent) accepts the fine (minimum bet)
2.   Lesser weight (opponent) wants to earn the point.
3.   A “Joker” is substituted for the overweight.
   
Section 9. - Disqualifications Proceeding - Disqualification proceeding is administered by
the management under its house rules.


RULE 6.  MODE OF PAYMENTS

Section 1 – Al payments in hackfights should be in Cash.

Section 2 – In derbies and Mains, payment of Pot Money, Options, Inscriptions  
      fee and total minimum bets should be made during weighing time
      or upon registration in Cash; Cashier's/Manager's Check payable only
      to management or its representative.

Section 3 – Payment of prizes to champion and other winners should be in CASH,
CASHIER'S/MANAGER”S CHECKS guaranteed by management.

RULE 7 -  POT MONEY AND OPTIONAL BETS

Section 1.   Total pot money from all the entries less 10 percent is the champion-
      ship purse of prize.

Section 2.   Optional Pots may be required by management and are subject to 10
      percent deduction.

Section 3.   Bonus Prize – may be added to the derby promotions with a specified
      entry fee to be paid by entries in order to qualify for the prize.

RULE 8  -   FIGHT SCHEDULE IN DERBIES    

Section 1 –   Fight schedule refers to fight program printed and distributed by the       Management before the events starts. Fights sequence shall be strict adhered to.


Section 2 -    When the promoter's notice on the next fight schedule is given, a - five (5)
minute time limit is given the contenders to bring up their cocks to the fight
arena.

Section 3 -   A fine of P100.00 is fixed by the management for late entries in the
      arena. Fine is awarded to its opponent who come on time.

Section 4 -   Fight is OBLIGATORY  between a “NO BEARING” and “BEARING”
      participant who is a prize contender of the derby. Any entry who
      refuses to fight forfeits his minimum bet and points on the aborted
      fight. A substitute cock of the same of lower weight will be provided
      by management to enable the fight to continue ad allow the bearing    
contender to earn the point.

Section 5 -    FIGHTS between two (2) “NO-BEARING” entries are allowed only
      upon MUTUAL CONSENT of both contenders

Section 6 -   Minimum bets are refunded to refunded to respective entries in case
      of NO FIGHTS.    

Section 7  -   All officially registered cocks must be matched. It is the
      management's responsibility to secure a “joker” or replacement cock
      for an unmatched cock.

RULE 9 -   DEFAULTS AND RE-SCHEDULE   

Section 1  -   In case if default our disqualification, the entry loses its points and
      minimum bet but its scheduled opponents should be EARN its point
      The management is responsible for securing the cock of the same or
      lower weight to fight it. The forfeited minimum bet is used by the
      management for the minimum bet of the replacement cock.

Section 2 -    Uncorrected typograhical errors in the fight program are superseded
      by the official register or program of the management.

Section 3 -    A fight is rescheduled when there is disqualification or default and
      only if the cock is visibly seen by the management and its scheduled
      opponents as:
      a.  Limping heavily
      b.  Refusing to fight before actual or upon release
c.   Bleeding excessively
d.   Apparently sick

Section 4 -   All cock in a rescheduled fight, the leg bands of which have been     removed
         should be re-leg banded and the numbers announced by the management
and indicated in the official registry book of the management.



Section 5 -    In case of an unauthorized substitution, no participant can substitute
      cock without prior notification to th management and the owner of
      entry shall forfeit the minimum bet in favor of the substitute cock.  

Section 6 -   A fight suspended due to limping or sickness or poisoned is
      re-scheduled after the 6th fight or 30 minutes after.

Section 7 -   In cases of default, management reserves the right to substitute the
      cock and the defaulting entry shall forfeit the minimum bet in favor
      of the substitute cock.

RULE 10  -  WEAPONS

Section 1 -   Weapons to be used shall be of the standard length of slasher's
      knives, sharp high tempered steel with the upper portion sharp
      and bottom portion dull, and not double bladed, nor hollow or
      holed blades and which are subject to inspection by the management.

Section 2 -   Knives or weapons shall be subject to be cleaned with anti-toxic
      chemicals before the fight commences.

Section 3 -   The cockpit management has the right to suspend a fight if weapons
      are detective or poisoned or do not conform with the rules.

RULE 11  -   CARREO

Section 1 -   A carreo consists of referee's action of raising both cocks 3-times up
      at the same level and dropping both cocks 3-times to the ground.

      a.  On the first down carreo, the birds are dropped about one (1)
          meter apart then after a count of one-two, it i picked up for the
            next “UP” carreo.
      b.  The second down carreo should be dropped about half a meter
           apart and another count of one-two is made before the third “UP”
           carreo is instituted.
      c.  The third down carreo is dropping both cocks at head to head and
        final one-two-three count is made before a decision is rendered.

Section 2 -    A carreo is executed by the referee every time he handles the cocks
      and in the following manner:

      a.  Picking up the cocks by their breast or back, the height of which
          we should be on the same level, beak to beak.

      b.  Dropping both cocks at the same time from the same height
           to the ground.



Section 3 -   The referee executes a carreo under the following conditions:
      a.  If one of the cocks is blind.
      b.  If one or both of the cocks is dead.
      c.  When both cocks are hung, not pecking or shuffling.
      d.  When the cock runs away from its opponent after being hit.
      e.  When both cocks are visibly dying or one cock is evidently dead.
      f.   When after thew motion of a carreo a response is made by a
           cock the fight continue.

Section 4 -    A carreo is re-executed by tye referee when after the first carreo,
      both cocks peck or shuffle at each other then stop.

Section 5 -    In cases when a cock flies out of the cockpit arena after being hit, a
      carreo, must be made in the arena.

Section 6 -   During a carreo, the referee sees to it that wing or wings are
      disentangled from the shanks or knives of a cock.

Section 7 -   Any feather or blood or dirt in the break or eye of the cock during a
      carreo should not be removed.

RULE 12  -     SENTENCIA/DECISION

Section 1 -   To be declared a winner, the winning two (2) connecting pecks or
      winning one (1) shuffle or two (2) winning shuffles must be made  
      within the motions of the carreo, without the other rooster
      responding to annul the decision.

      a)  One (1) shuffle with contact is equivalent to one (1) peck.
      b)  Non-connecting peck and non-connecting shuffles will have no
           bearing during the sentencia or decision.

Winged Pen:
Section 2 -   A winner is declared by the referee by holding the cock-up.    No sultador is allowe to grab or touch any of the two (2) cocks or interfere physically with the referee during the process of the carreo. Sentencia must continue until a decision is reached for the betting public.

Section 3 -    In HACKFIGHTS, a DRAW is automatically declared by the referee
      under the following conditions:
   
a)   If an unwounded cock runs away or refuses to fight the opponent after
the first contact. The draw is declared by the referee by having both cocks
face opposite directions on the ground. 
b)   If neither cock pecks or shuffles after three (3) carreos a DRAW is eclared
by the referee, in hackfights it is a draw.




Section 4 -    At the sounding of the time limit and a cock has made his winning    connecting pecks or shuffles, the losing cock is made to respond three times,

even when the time is up. If it does not respond a winner is declared but if it
does, then a draw is declared.

Section 5 -    The referee's decision is final

RULE 13 -    FIGHT TIME

Section 1 -    The fight time limit for cockfighting is TEN (10) minutes from cock release.

Section 2 -    The time continues, even if there is a releasing of cocks unless the
      referee calls for a “HALT” when:

      a.  A sultador fails to release one or both of their released cocks or
           has to capture their released cocks.
b.   Upon release of cocks, one of the cocks flies out of the arena, without
being hit or no contact has been made, and the cock has to be ecaptured.

Section 3 -    When the fight is in progress and the time limit is up, the fight is declared a
draw.

RULE 14 -    THE ARENA GUIDELINES

Section 1 -   No person or persons should be allowed in the arena during the arena during
the progress of a fight except the two handlers, referee and assistant, and the promoter or manager. Maximum of five (5) persons only is allowed.

Section 2 -   A handler's boundary line should be marked in the arena. It should
      be one and a half meter apart  in the center of the arena.

Section 3 -    A fight should not be allowed to star without the arena being cleared
      of unauthorized persons.

Section 4 -   A side portion of the arena should be designated and clearly marked
      with lights or signs indicating “MERON” or “WALA” or its equivalent in          the native dialect, to show the llamado (“Favorites”) and dehado
      (“underdog”).

Section 5 -   A handler's line around the perimeter of the arena should be clearly
      marked at lease meter from the arena rails.

Section 6 -    The referee should always have an assistant in the pit when officiating.
 
Section 7 -   The arena should always be provided with a timer, electric or manual, and
emergency lights.



RULE 15 -   RULES IN CASE OF BROWNOUTS OF POWER FAILURE

Section 1 -   The management should have light provisions in cases of power
      failures or brownouts.

Section 2 -   If a brownouts occurs during the progress of a fight. The fight  continues, but the management shall immediately provide lightning    facility.

Section 3 -    During a carreo when power failure occurs, the referee's should summon the handler's to come nearer to witness the carreo until light is available.

Section 4 -   When a power failure occurs before the fight is temporarily    suspended until
light is available.



RULE 16 -   BETTING IN GENERAL

Section 1 -   In derbies, a minimum bet per cock is obligatory, the total amount which is entrusted to the management during weighing time.    Minimum bet goes to the winner after each fight subject to 10 percent deduction.

Section 2 -   Before each fight, additional bets may be added to minimum bet as
      “center bets”.

Section 3 -   Cocks with initial Heavier bets must be placed at the “meron” side    and less
bets on “wala” side or its equivalent in the native dialect.

Section 4 -   If no MAXIMUM BETS are specified by the promoter then it is considered an
“open betting” and any amount of bet over the minimum bet can be placed.

Section 5 -   During hackfights, center bets of each fight must be deposited with
management, tow be paid immediately to the winner after the fight.


RULE  17 -    POINT SYSTEM IN DERBY

Section 1 -   A WIN earns one (1) point.

Section 2 -   A DRAW earns half (½) point.

Section 3 -   A LOSS does not earn a point and is visibly indicated on the scoreboard with a
zero.

Section 4 -   The entry or entries that have accumulated the highest number of points is
declared the CHAMPION OR CHAMPIONS.


Section 5 -   The entry or entries which have accumulated the highest number of points on
the options specified by management qualify equally with the optional prize or
winners purse.

RULE 18 -   PENAL PROVISIONS

Section 1 -   The penal provisions of Section 6, P.D. 1802 and the penal    provisions of
Section 8 of P.D. 449 are hereby incorporated in these Rules and Regulations.
In addition to the penalties provided therein, the license of cockpits found v
iolating these Rules and Regulations may be suspended or cancelled or fine
may be imposed at the discretion of the Commission pursuant to Section 22
of the Rules and Regulations of the Philippine Gamefowl Commission.

RULE 19 -   AMENMENTS

Section 1 -    These rules may be amended wholly or partially by the Philippine Gamefowl
Commission.

RULE 20 -   EFFECTIVITY   

Section 1 -   These rules shall take effect immediately. We hereby certify that by the affirmative vote of the undersigned  members of the Commission, the above STANDARD COCKFIGHTING RULES ( Rules of the Game ) were duly adopted and approved at the meeting of the Commission held on the 13th day of March 1984, at Makati, Metro Manila, Philippines.
